A Methodology for Data-Driven Decision-Making in the Monitoring of Particulate Matter Environmental Contamination in Santiago of Chile

Atmospheric pollution derives mainly from anthropogenic activities that use combustion and may lead to adverse effects in exposed populations. It is generally accepted that air contamination causes cardiovascular and pulmonary morbidity in addition to increased mortality after exposure, but other epidemiological associations have also been described, including cancer as well as reproductive and immunological toxicity. Thus the concentration of chemicals in the air must be controlled. We propose that monitoring of air quality may be achieved by employing data analytics to generate information within the context of data-driven decision making to prevent and/or adequately alert the population about possible critical episodes of air contamination. In this paper, we propose a methodology for monitoring particulate matter pollution in Santiago of Chile which is based on bivariate control charts with heavy-tailed asymmetric distributions. This methodology is useful for monitoring environmental risk when the particulate matter concentrations follow bivariate Birnbaum-Saunders or Birnbaum-Saunders-t-Student distributions. A case study with real particulate matter pollution from Santiago is provided, which shows that the methodology is suitable to alert early episodes of extreme air pollution. The results are in agreement with the critical episodes reported with the current model used by the Chilean health authority.

A pesquisa comparada é importante, pois nos possibilita construir um conhecimento da nossa realidade em confronto com outra.

Sulfur or pollen? Chemical, biological, and toxicological basis for the Correct risk communication of urban yellow dust deposition

Urban yellow dust deposition is a common phenomenon in many parts of the world, which is sometimes called “sulfur shower,” “sulfur rain,” or “pollen storm.” Most people, especially those living in the vicinity of industrial facilities, wrongly perceive the yellow dust as sulfur when in fact it is pollen. The misunderstanding increases risk perception as people believe the “yellow powder” is a serious threat to their health. Based on simple observations, it is virtually impossible to differentiate sulfur from pollen, so risk communication should consider the chemical, biological, and toxicological aspects of these agents. In this review, we clarify that industrial emissions of sulfur are under the form of sulfides, oxides, and other volatile compounds which are gaseous and noncolored, and we explain that it is chemically impossible for gaseous sulfur to become solid yellow sulfur under normal environmental conditions. We also describe pollen and its release from trees, shrubs, and herbs a process influenced by atmospheric conditions. We suggest take-home messages that risk communicators may use when explaining the phenomenon to their communities.

Transcranial Red LED Therapy: A Promising Non-Invasive Treatment to Prevent Age-Related Hippocampal Memory Impairment

The hippocampus is an integral portion of the limbic system and executes a critical role in spatial and recognition learning, memory encoding, and memory consolidation. Hippocampal aging showed neurobiological alterations, including increased oxidative stress, altered intracellular signaling pathways, synaptic impairment, and organelle deterioration such as mitochondrial dysfunction. These alterations lead to hippocampal cognitive decline during aging. Therefore, the search for new non-invasive therapies focused on preserving or attenuating age-related hippocampal memory impairment could have of great impact on aging, considering the increasing life expectancy in the world. Red light Transcranial LED therapy (RL-TCLT) is a promising but little explored strategy, which involves red light LED irradiation without surgical procedures, safe and at a low cost. Nevertheless, the precise mechanism involved and its real impact on age-related cognitive impairment is unclear, due to differences in protocol, wavelength applied, and time. Therefore, in this chapter, we will discuss the evidence about RL-TCLT and its effects on the hippocampal structure and function, and how this therapy could be used as a promising treatment for memory loss during aging and in age-related diseases such as Alzheimer’s Disease (AD). Finally, we will mention our advances in Red 630-light-Transcranial LED therapy on the hippocampus in aging and AD
Uso del modelo QDM modificado en una cuenca con escasa información hidrometeorológica en el sur de Chile

El análisis sobre la disponibilidad de recursos hídricos es una constante en la actualidad y para dar respuesta a las preguntas asociadas a ello, la modelación hidrológica es una herramienta de gran utilidad. Hoy en día existe una gran variedad de modelos hidrológicos, cada vez más detallados y específicos, pero ¿qué pasa cuando la información disponible es escaza o el tiempo de puesta en marcha es acotado? En el presente artículo se describe el modelo QMD Modificado, un modelo agregado, conceptual y que representa el proceso precipitación escorrentía a nivel diario, el cual se utilizó para simular los caudales de la cuenca del río Lirquén en Cerro El Padre utilizando 2 años de calibración y una validación que comprende 10 años consecutivos, entregando resultados de NS en torno a los 0.7 tanto para calibración como para validación. A partir de lo anterior se concluye que el modelo QMD es una alternativa viable en cuencas con morfología regular.
From Strategy to Code: Achieving Strategical Alignment in Software Development Projects through Conceptual Modelling

In this article we propose S2C, a strategy-to-code method ological approach to integrate organisational, business process, and information system modelling levels to support strategic alignment in software development. Through a model-driven approach and under the Conceptual-Model Programming paradigm, the proposal supports the semi-automatic generation of working software, as well as traceability among the modelling levels. Via a working example, we illustrate how strategic definitions can be traced into specific software components by the integration of three modelling methods: Lite*, for modelling strategic reaction to external influences, Communication Analysis, for business process modelling, and the OO-Method, for modelling the conceptual schema of the information system. We discuss how this approach not only supports strategic alignment, but fosters the elicitation of business process performance measurement requirements, as well as its relevance considering the business and code alignment of the most recent enterprise architecture and agile software development initiatives.
Análisis crítico de las transformaciones en el sistema educativo chileno: antecedentes y perspectivas actuales

La educación es la base para el desarrollo de un país y el bienestar de los ciudadanos, en tanto se le atribuye la facultad de transferir el legado cultural a las nuevas generaciones, contribuir al desarrollo de los países, propiciar la movilidad social de los individuos y ser garante de la cohesión social y la democracia. En Chile las medidas y reformas que se han adoptado a nivel educativo durante los últimos cuarenta años, parten de la base de la herencia neoliberal implantada durante la dictadura cívico-militar, que cambió drásticamente el rol del Estado en esta materia por medio de la descentralización y municipalización, quitándole grandes responsabilidades al Estado, que pasó a transformarse en subsidiario de la educación. Esto, a lo largo del tiempo, ha generado un profundo descontento social en tanto uno de los principales problemas del modelo neoliberal –no solo a nivel educativo, sino también en las otras esferas sociales– es la desigualdad. Para producir los cambios que la ciudadanía exige en materia de educación (educación pública, gratuita y de calidad), es menester comprender las transformaciones en las políticas educacionales dirigidas a los distintos niveles educativos, situándolas dentro de distintos momentos históricos. Por lo mismo, este capítulo tiene como propósito entregar elementos de análisis al lector a través de un recorrido por los principales hitos que han marcado el devenir de la educación en nuestro país.

A Models-to-Program Information Systems Engineering Method

The Model-Driven Development paradigm aims to represent all the information system features through models. Conceptual-Model Programming offers a similar approach, but with a focus on automatic code generation. Both approaches consider modeling and traceability of different abstraction levels, where each level can be tackled with different modeling methods. This heterogeneity introduces a challenge for the quality of the traceability and transformations among models, especially when aiming for automatic code generation. In this paper, we introduce a holistic conceptual-model programming method to generate code from different abstraction levels (from the problem space to the solution space), through three modeling languages whose consistency has been ontologically ensured by two transformation techniques. Particularly, we focus on transformations from the strategic layer using i*, to business process layer using Communication Analysis (CA), and to the system conceptual model layer with OO-Method, which can automatically generate fully functional systems. Even though there are previous works that have proposed partial transformations among these modeling methods, this paper is the first one that deals with the perspective of putting together all the models in a single development method. For each transformation, we discuss what parts can be automatically performed and what parts need human intervention.
